ADB announced the timetable for next
steps in Chashma Inspection Process (selection of Inspection Panel
members, developing Terms of Reference for the investigation, etc.).

INSPECTION:
ADB
Board Inspection Committee (BIC) did not accept the demand from
the requesters and their supporters that the inspection should be
commenced immediatly. Despite of clear dysfunctioning of the GRSC
and rejection of the GRSC by numerous violated communities, ADB
once again decided to delay the inspection until December 2003.

LOK
SATH: Chashma
Lok Sath met on 24th August 2003, at Taunsa Sharif. Over three hundred
farmers from various villages representing the western side of the
main canal, the command area and the eastern riverine belt attended
Lok Sath. An invitation letter to the members of GRSC was sent;
however, none of the GRSC members came to attend Lok Sath.
Lok
Sath rejected the recently released recommendations/entitlement
matrix proposed by the GRSC. It was observed that GRSC did not only
fail in its contact campaign but its recommendations are only eye
wash. After Lok Sath, a protest demonstration was also held in Taunsa
town.

Project Area.

Project-induced
flooding and displacement in the Chashma Project area is one
of major problems confronted by local communities living in
the west side of the main canal and the eastern Indus riverine
belt. During this monsoon seasons, flooding is most severe
after the end of about six-year drought. This
up-date is based on recent visits of few selected areas.

EVENT:
one-day hunger strike jointly organized by the affectees of the
Chashma Right Bank Irrigation Project and Chotiari Reservoir. Hunger-strike
was held on December 2002, in front of the office of Asian Development
Bank in Islamabad. The purpose of hunger-strike was to register
protest against the violation of bank's policies as well as brief
the media about adverse social and environmental impacts which are
unmitigated despite the fact that the projects will be formally
closed at the end of this month. The affectees vowed to contiue
their struggle until their demands are met.
