Drilon,
Thanks for sending the drafttermsofreferencesfor the Chashma inspection
panel forthe requesters' comments. Before we decide to send our
comments, we want to know whether our comments will be posted on
ADB website or not. As you know since we filed our claim we have
been demanding information disclosure and transparency. Unfortunately,
our experience in this regard is very bitter and disappointing.
Almost all important project documents have not yet been disclosed.
Moreover, we would also like to make it very clear in the beggining
that we don't agree with the suggested inspection scope as determined
by the Board Inspection Committee (BIC). Rather, we believe that
the inspection panel should have freedom to determine the scope
of policy compliance itself. Any effort to make pre-determined and
pre-defined scope of the inspection will be counter productive to
the inspection process.Similarly, we believe and think it appropriate
that the requesters should have free and unregulated access to the
members of the inspection panel. We have seen enough manipulative
regulation of the inspection process such as the establishment of
the Grievance Redress and Settlement Committee (GRSC). We believe
and consider it apprpriate to demand that the establishment and
performance of the GRSC should be part of the inspection process.
This is especially important in the context of corruption and other
charges that are made by the GRSC consultant, Mr. Abdul Wahab,
who was selected as local consultant by ADB Management and then
the contract with him was termineted in August, 2003. We believe
that the decision of the BIC to support the establishment was the
GRSC was not only counter productive but also also against the interest
of local communities.
A few weeks a go I sent an email in which I have asked you to send
me the email addresses of the memebers of the inspection panel but
have not yet recieved any response from you. I would again like
to emphasize that the requesters should have free access to the
members of the inspection panel.
Please let me know whether our comments will be posted on the ADB
website or not, so that we can decided about our comments. I would
also here like to emphasize that thecomments from ADB Management
should also be posted so that the process should be transparent.
