PEOPLE'S TRUGGLES> Projects

Kachhi Canal Project

Kachhi Canal Project was started in October 2002. The project, estimated to cost Rs28 billion, is planned as a fast track part of Vision-2025, the national development programme of water and hydropower resources. The first leg of the project comprises 500-kilometre-long Kachhi Canal to off take from Taunsa Barrage with a capacity of 6,000 cusecs. According to the official documents, the project will provide irrigation to 713,000 acres of land and will enhance cropping intensity in the project area from the present 2 per cent to 46 per cent. The Kachhi Canal will be fed through Taunsa Barrage for only six months.

Left Bank Outfall Drainage Project (LBOD)

The Left Bank Outfall Drainage (LBOD) project was funded by several multilateral donors including WB and ADB and was started in 1984 and ended in 1997. Under the proejct a huge drain of 4500 cusec was excavated to transport the drainage effluent of three southern district of Sindh to Sea. Unfortunately the design faults in channel caused serious problem after operation in 1995. The key problem identified by local communities are:

1. Channel route was constructed against all the natural drainage routes
2. Channel provided smooth passage to sea side to walk along and encroach the near by lands
3. Degradation of local lakes including two ramsar sites due to sea water intrusion
4. Permanent flooding during monsoon season due to improper fall of drainage
5. Damage to structure in cyclone and rising sea tides
6. Loss of livelihood due to flood and degraded lakes
7. Seepage of saline water to near by lands
8. Death of 32 people due to breaches in drains in monsoon rains in 2003
9.Polluted drain water is dangerious to marine life and coastal ecology

These people are affectees of LBOD, which is a worst example of development project in which thousands of poor people of Badin coast are losing their livelihood sources, villages and agriculture land. This is also a worst case of planning and implementation of development project by policy makers and international financial institutions, which clearly make some better off and others worse off. Why development does not work in Pakistan, is it not a reason that we produce some results at certain places while drain out all those benefits at other places and in aggregate figures we don't make any difference in national income. These kinds of projects are not the real cause of income inequality and poverty. Who is responsible for this project- induced poverty, displacement and permanent loss of livelihood sources of poor and declining of environment on which these groups survive.

National Drainage Program (NDP)

Leaving all above issues with LBOD in half way, same donors including WB and ADB started another mega drainage project in the name of national drainage program with the cost of $ 785 million. The program aims to connect existing drains to further upstream and bring more effluent. The coastal communties majority of them are absolute poor are feeling serious threat to their lives and livelihood due to these ill conceived planning. They feel when the current infrastructure is unable to deliever the effluent of three district how it is possible to bring more saline water. This will certainly have negative social and environmental impolication.

Part of Chashma Irrigation Project is funded through NDP.
