A demand to
the Board to clarify the violations of policies concerningthe inspection
on the Chashma Right Bank Irrigation Project Stage III (CRBIP-III)
We are writing
to you about the inspection on the CRBIP-III which was authorized
by the Board on April 2, 2003.
On June 10,
2004, the Panel submitted a report to the Board Inspection Committee
(BIC) in which it pointed out six violations of policies in the
CRBIP-III. Since the Management has responded that there was no
policy violation, the Panel and the Management have the completely
opposite views on the existence of the policy violation.
In the previous
case of Samut Prakarn Wastewater Management Project (Thailand),
though the panel pointed out 5 violations of policies, the Board
did not clarify the existence of violations. Many criticisms were
brought up against this fact by the international NGOs. If such
a thing is repeated, its accountability will certainly be questioned
as an
organization that can not judge whether there is a violation or
not.
Therefore,
we demand that the Board clarify the violations pointed out by the
Panel to ensure the accountability of ADB.
